Anl\u00e4sslich der aktuellen Rede in der Abgeordnetenkammer zur COP30 versammelten sich heute Morgen Vertreter*innen der Zivilgesellschaft, insbesondere der Plattformen Votum Klima<\/a> und Initiative pour un devoir de vigilance<\/a> (IDV), vor dem Parlament, um ihre Forderungen in Bezug auf Klimagerechtigkeit, den Klimawandel in Unternehmen und den Schutz der W\u00e4lder zu bekr\u00e4ftigen. Die NGOs fordern von der Regierung und den Mehrheitsparteien mehr Ehrgeiz, mehr Ma\u00dfnahmen und vor allem mehr Koh\u00e4renz in diesen Fragen.<\/strong><\/p>\n

Zur\u00fcck zum Kampfgeist der COP21<\/strong> Wenige Wochen vor der COP30 in Bel\u00e9m fordert Votum Klima, Klimagerechtigkeit, Biodiversit\u00e4t und internationale Solidarit\u00e4t wieder in den Mittelpunkt der Politik Luxemburgs zu r\u00fccken. Vor dem Hintergrund zunehmender Klimaskepsis und der Infragestellung des Multilateralismus m\u00f6chte die luxemburgische Zivilgesellschaft daran erinnern, dass die Einhaltung des Pariser Abkommens und des 1,5 \u00b0C-Ziels keine Option, sondern eine rechtliche und moralische Verpflichtung ist. Es geht also darum, wieder an den Geist der COP21 anzukn\u00fcpfen. Votum Klima wird am 3. November seine Forderungen f\u00fcr die COP30 in Bel\u00e9m vorstellen: einen starken Appell f\u00fcr Klimagerechtigkeit, faire Finanzierung und die Achtung der Menschenrechte.<\/p>\n

Im Vorfeld der Aktion hat Votum Klima den politischen Entscheidungstr\u00e4gern seine Priorit\u00e4ten mitgeteilt und betont, wie wichtig es f\u00fcr Luxemburg ist, in Bel\u00e9m Koh\u00e4renz und Ehrgeiz zu zeigen. Dar\u00fcber hinaus organisiert die Plattform am 16. November, mitten w\u00e4hrend der COP, eine B\u00fcrgerkundgebung unter dem Motto \u201eKaffi a Klima\u201d, um die Zivilgesellschaft zu mobilisieren, die Sichtbarkeit der Klimaproblematik zu st\u00e4rken und eine Zwischenbilanz der Verhandlungen zu ziehen. David Hoffman von ASTM<\/a><\/strong>, einer Mitgliedsorganisation von Votum Klima, wird in Bel\u00e9m anwesend sein: \u201eUm das Vertrauen, die Transparenz und den Ehrgeiz wiederherzustellen, die f\u00fcr den UNFCCC-Prozess vor der COP30 in Bel\u00e9m unerl\u00e4sslich sind, m\u00fcssen die Industriel\u00e4nder Geld auf den Tisch legen und Klimaziele garantieren, die mit dem 1,5-Grad-Ziel in Einklang stehen.<\/em>\u201d<\/p>\n

Aufrechterhaltung solider und glaubw\u00fcrdiger Klimawandelpl\u00e4ne<\/strong><\/p>\n

F\u00fcr die Initiative f\u00fcr eine Sorgfaltspflicht beeintr\u00e4chtigen die Inkoh\u00e4renzen der Regierung die Wirksamkeit der Klimaverpflichtungen von Unternehmen, einschlie\u00dflich des Finanzsektors. Bei den j\u00fcngsten Verhandlungen in Br\u00fcssel \u00fcber das \u201eOmnibus\u201c-Gesetz hatte die Regierung die Klimafrage auf eine reine Verfahrensfrage der Kontrolle reduziert, obwohl es gerade jetzt dringend notwendig ist, die Klausel zur wirksamen Umsetzung der Klimawandelpl\u00e4ne zu bewahren, die f\u00fcr die Erreichung der Ziele des Pariser Abkommens von zentraler Bedeutung ist. L’Initiative pour un devoir de vigilance au Luxembourg <\/span><\/span>betont, dass Luxemburg sich im Rahmen der Richtlinie \u00fcber die Sorgfaltspflicht (CSDDD) f\u00fcr eine Gesetzgebung auf EU-Ebene einsetzen sollte, damit Unternehmen solide und glaubw\u00fcrdige Klimawandelpl\u00e4ne aufstellen.<\/p>\n

Jean-Louis Zeien, Mitkoordinator der <\/strong>L’Initiative pour un devoir de vigilance au Luxembourg<\/span><\/span><\/strong>:<\/strong> \u201eWie sollen die Ziele des Pariser Abkommens erreicht werden, wenn Unternehmen in Luxemburg, in der Europ\u00e4ischen Union und weltweit nicht f\u00fcr einen echten Klimawandel verantwortlich gemacht werden? Es muss festgestellt werden, dass es politische Unstimmigkeiten in Bezug auf die klimatischen Herausforderungen gibt. Wo war die Sorgfaltspflicht der Regierung und der politischen Mehrheit in der Abgeordnetenkammer, als die Klimaverpflichtungen der Unternehmen in Luxemburg und Br\u00fcssel abgeschw\u00e4cht wurden? Die Deregulierung \u2013 unter dem Deckmantel der Verwaltungsvereinfachung \u2013 ist derzeit im Gange und hat dramatische Folgen f\u00fcr die Klimakrise.<\/em>\u201c<\/p>\n

Der Schutz der W\u00e4lder tr\u00e4gt auch zur Verhinderung der globalen Erw\u00e4rmung bei<\/strong><\/p>\n

Die COP30, die vor den Toren des Amazonas, dem gr\u00f6\u00dften Regenwald der Welt, stattfindet, erinnert daran, wie wichtig der Schutz der Natur und der Artenvielfalt ist. Der Kampf gegen die Entwaldung und der Kampf gegen den Klimawandel sind eng miteinander verbunden. Dennoch sind der Amazonas und andere Regenw\u00e4lder weltweit durch die Agrarindustrie, die Rohstoffindustrie und das Streben nach kurzfristigen Gewinnen bedroht, was das globale Klimagleichgewicht und das Leben von Millionen von Menschen gef\u00e4hrdet. Auf der COP30 ist es dringend erforderlich, gemeinsam zu reagieren, einen Aktionsplan zur Beendigung der Entwaldung bis 2030 umzusetzen und den indigenen V\u00f6lkern direkte Finanzmittel zum Schutz ihrer Gebiete zuzusichern. Auch hier ist Koh\u00e4renz gefragt: Der Schutz der W\u00e4lder auf der COP30 bedeutet auch, ehrgeizige europ\u00e4ische Politiken wie die Verordnung gegen Entwaldung beizubehalten und Handelsabkommen, die die Entwaldung f\u00f6rdern, wie das EU-Mercosur-Abkommen, abzulehnen.<\/p>\n

Martina Holbach, Kampagnenleiterin bei Greenpeace Luxemburg<\/a><\/strong>: \u201eDer Schutz des Amazonas ist nicht nur eine s\u00fcdamerikanische Angelegenheit, sondern eine globale Verantwortung. Die luxemburgische Regierung darf sich bei der COP30 nicht mit sch\u00f6nen Worten und Finanzierungsversprechen begn\u00fcgen. Wenn sie in ihrer Klimadiplomatie glaubw\u00fcrdig sein will, muss sie sich auch entschieden gegen das EU-Mercosur-Abkommen aussprechen und die europ\u00e4ische Verordnung gegen Entwaldung verteidigen.<\/em>\u201c<\/p>\n

F\u00fcr die heute Morgen anwesenden Organisationen ist die Devise klar: Die luxemburgische Regierung muss angesichts der gro\u00dfen Herausforderungen, die die Klimakrise mit sich bringt, Koh\u00e4renz und Handlungsf\u00e4higkeit beweisen.
