Angesichts des alarmierenden Zustands der Biodiversit\u00e4t und der \u00d6kosysteme in Luxemburg fordert natur&\u00ebmwelt asbl einen\u00a0Nationalen Wiederherstellungsplan f\u00fcr die Natur (NRP)<\/strong>, der wirklich ambitioniert, koh\u00e4rent und mit ausreichenden Mitteln ausgestattet ist.<\/em><\/p>\n

\u201eDer Nationale Wiederherstellungsplan f\u00fcr die Natur darf nicht zu einem Katalog guter Absichten werden. Er muss einen echten Kurswechsel erm\u00f6glichen \u2013 mit verbindlichen Ma\u00dfnahmen, ausreichenden Mitteln und einem transparenten Monitoring\u201c, <\/em>betont Claudine Felten, Direktorin von natur&\u00ebmwelt asbl<\/em>.<\/p>\n

\u00a0<\/strong><\/p>\n

Die Biodiversit\u00e4t steht stark unter Druck<\/strong><\/p>\n

Die Befunde sind besorgniserregend: Kein Oberfl\u00e4chenwasserk\u00f6rper in Luxemburg erreicht derzeit einen guten \u00f6kologischen Zustand, rund zwei Drittel der nat\u00fcrlichen Lebensr\u00e4ume befinden sich in einem ung\u00fcnstigen oder schlechten Zustand, und zahlreiche Arten gehen weiterhin zur\u00fcck. Fast 30 % der V\u00f6gel, 26 % der Schmetterlinge und 35 % der Gef\u00e4\u00dfpflanzen sind bedroht. Auch die Situation der W\u00e4lder hat sich stark verschlechtert: Der Anteil gesunder B\u00e4ume ist von 79 % im Jahr 1984 auf nur noch 15 % im Jahr 2024 gesunken.<\/p>\n

\n

Von Absichten zur Umsetzung kommen<\/strong><\/p>\n

natur&\u00ebmwelt asbl <\/em>begr\u00fc\u00dft, dass sich der\u00a0Nationale Wiederherstellungsplan f\u00fcr die Natur (NRP)\u00a0auf den Nationalen Naturschutzplan<\/strong>, den PNPN3<\/strong>, st\u00fctzt. Diese strategische Kontinuit\u00e4t ist wichtig. Die Organisation weist jedoch darauf hin, dass bislang weder eine vollst\u00e4ndige Bewertung der Umsetzung des PNPN3 noch der bestehenden Agrarumweltma\u00dfnahmen vorgenommen wurde.<\/p>\n

Der k\u00fcnftige Plan muss daher einen echten Kurswechsel markieren. Er muss die formulierten Ziele in konkrete, messbare und finanzierte Verpflichtungen \u00fcbersetzen. natur&\u00ebmwelt asbl<\/em> fordert insbesondere, das Monitoring von Arten und Lebensr\u00e4umen zu st\u00e4rken, die Daten in einer gemeinsamen Datenbank zu zentralisieren und die Wirksamkeit der Ma\u00dfnahmen regelm\u00e4\u00dfig zu evaluieren.<\/p>\n

 <\/p>\n

Die <\/strong>Landwirtschaft muss Teil der L\u00f6sung werden<\/strong><\/p>\n

Ein tiefgreifender Wandel ist insbesondere im Bereich der Landwirtschaft notwendig, die heute einen wesentlichen Druck auf die Biodiversit\u00e4t aus\u00fcbt. natur&\u00ebmwelt asbl<\/em> fordert eine bessere Koh\u00e4renz zwischen dem NRP und der Agrarpolitik. Der Viehbestand und der Einsatz von Pflanzenschutzmitteln m\u00fcssen deutlich reduziert werden, w\u00e4hrend Agrarumweltma\u00dfnahmen attraktiver, gezielter und wirksamer werden m\u00fcssen.<\/p>\n

Die Wiederherstellung der Natur kann zugleich eine Chance f\u00fcr den Agrarsektor darstellen. Landwirtinnen und Landwirte, die B\u00f6den, Wasser, Landschaften und Biodiversit\u00e4t erhalten, m\u00fcssen f\u00fcr die \u00d6kosystemleistungen, die sie f\u00fcr die Gesellschaft erbringen, st\u00e4rker anerkannt und besser entlohnt werden. natur&\u00ebmwelt asbl <\/em>spricht sich insbesondere f\u00fcr Instrumente wie eine Gemeinwohlpr\u00e4mie, einen Klimabonus f\u00fcr strukturreiche Landschaftselemente sowie eine st\u00e4rkere Unterst\u00fctzung bei der Wiederherstellung von Dauergr\u00fcnland aus.<\/p>\n

\n

Eine koh\u00e4rente Umsetzung im ganzen Land<\/strong><\/p>\n

natur&\u00ebmwelt asbl<\/em> fordert au\u00dferdem ambitioniertere Ma\u00dfnahmen im urbanen Raum, mit echten \u00f6kologischen Bewirtschaftungspl\u00e4nen in den Gemeinden, verbindlicheren Normen f\u00fcr Gr\u00fcnfl\u00e4chen und B\u00e4ume sowie F\u00f6rderinstrumenten f\u00fcr Begr\u00fcnung und Entsiegelung.<\/p>\n

Dar\u00fcber hinaus bedauert die Organisation die M\u00e4ngel im Konsultationsprozess, der auf sechs Wochen begrenzt war, davon zwei Wochen w\u00e4hrend der Osterferien. Sie fordert, dass die Beitr\u00e4ge aus Workshops und Konsultationen transparent und nachvollziehbar in die Endfassung des Plans einflie\u00dfen.<\/p>\n

F\u00fcr natur&\u00ebmwelt asbl<\/em> muss der\u00a0Nationale Wiederherstellungsplan f\u00fcr die Natur zu einem zentralen Instrument werden, um den R\u00fcckgang der Biodiversit\u00e4t in Luxemburg aufzuhalten.
